Diverse experience as both a prime and subcontractor supporting customers worldwide:USCG Georgia Travel Lift
Prime contractor for United States Coast Guard (USCG) contract to research USCG and manufacturer’s drawings and equipment in order to validate “vessel lifting solution” for two 110’ former Island Class vessels transferred to Country of Georgia under FMS. Awarded and successfully performed follow-on contract to design, manufacture, deliver, and test vessel lifting solution in Poti, Georgia. Performed dredging activities necessary to complete testing. Excession received a CPAR rating of “Exceptional” in all evaluation areas for this contract.
DTRA CTRIC III Task Order Support
Subcontractor to Amentum (formerly AECOM) on the Defense Threat Reduction Agency’s CTRIC III $1B IDIQ. Performed Task Order 0003, WMD-Proliferation Prevention Program (WMD-PPP) Vietnam, includes engineering and advisory services in support of design and construction of infrastructure in multiple ports in Vietnam to improve capabilities of the Vietnamese Coast Guard to detect, deter, and interdict illicit trafficking of WMD materials, components, technology, and expertise, and enhance their maritime security capability.

A decorated US Army veteran, Mark has extensive experience on the ground in Central and Eastern Europe, as well as the Middle East. After his military career, he served for 10 years as the Head of Representation for Raytheon’s Threat Reduction Operations in Russia and Ukraine, which provided logistics and technical support for US Government demilitarization and nonproliferation activities in the former Soviet Union. Mark is an expert Project and Program Manager who has practical experience standing up and maintaining foreign operations.

He supported foreign security projects as a member of Command Group, a security-focused strategic consultancy. He later served as a Sr. Proposal Writer for Mission Essential, a major intel and defense contractor. Most recently, he served as Dir., Strategy for Hinz Consulting, a business development consulting firm.

A US Army veteran and diplomat in the US Foreign Service, Pete served in Russia, Poland, and Nigeria between 1988 and 1999. Fluent in Russian, he left the Government to enter industry as a BD executive for Raytheon Technical Services Company supporting Cooperative Threat Reduction projects in the former Soviet Union. As a SME in CTR, Pete led billion-dollar pursuits and directly managed projects as a Project Manager and Sr. Director for Business Development for RTSC. He is also the founding principal of Hinz Consulting.
